Bond Projects

Gaetti Sports Center - 2019

The first phase is Gaetti Sports Academy with former MLB player and Centralia native Gary Gaetti. The Second Phase is the restaurant and event center respectively known as The Landing at Castle Ridge and The Grand Hall & Conference Center at Castle Ridge it will include 5 different styled options for outdoor wedding ceremonies including one on the roof. The rooftop will also have space for dining and special events. The third phase of the project is cabins and eight-bed lodges all being built to have the quaint feel of an old-world village. The follow-up phases will be a marina, a kayak run, and residential housing.

Adult Comprehensive Human Services - (ACHS) 2006

Adult Comprehensive Human Services, Inc. (ACHS), constructed a new facility and relocated a 93-bed facility for the care of developmentally disabled persons to Centralia. The facility was leased to the Penta Group, Inc. The State Health Facilities Planning Board approved a certificate of need in July of 2006. The facility has four wings of special design, a central nursing core, and an administrative wing. Ninety-three residents will be housed in private or semi-private rooms. Assisting bathing facilities are in each residential area. The structure is one story and is stick built and completely sprinkled with a fire rating of two hours and in conformity to Life Safety Code for a nursing home. The facility has an institutional kitchen specifically designed to serve the developmentally disabled, most of whom are either fed hand over hand or receive nutrition through gastric tubes. The quarters and open areas are specifically designed for wheelchair residents because approximately 90% of all of the residents of the facility are in specially designed wheelchairs or and are incapable of self-ambulation. Below-surface ramping for transportation of residents is provided. The total project is $7,300,000 and will employ 240 jobs.

Wabash Christian Center - 2006

SIEDA Multi-housing bonds were utilized for acquiring and constructing the Wabash Christian Retirement Center, a three-story senior supportive living facility multi-family housing building with a total of forty-nine one-bedroom apartment units available for rental to low to moderate-income individuals, located at 532 Abelson Drive, in Carmi, White County, Illinois. The Project created and preserved jobs and employment opportunities and promotes health and economic welfare, within the jurisdiction.

Jacksonville School District - $32,000,000

The Jacksonville School District #117 (District) is planning a major capital improvement of $32,000,000 to upgrade the arts space, new floors, HVAC and windows at the Jonathan Turner Junior High School, and renovations at two elementary schools. The District has an annual enrollment of over 3,500 students with an average class size of 19 students. Their facilities include thirteen total buildings with six elementary schools, one junior high school, one high school and a central administrative building for a total of 546,700 square feet under roof. Their territory covers 222 square miles in Morgan County, Illinois. 

Employment includes 220 teachers, 8 maintenance, 26 custodians and administration workers.

Enterprise Zone Projects

Big River Solar II - 2021

The expanded Big River Solar Project will enhance the local property tax base by generating over $15 Million in new local real estate taxes during the 30+ year life of the Project. The capital investment, job creation, and enhancement of the local property tax base will serve as a strong stimulant to White County and its residential and commercial sectors. The expanded Big River Solar Project also is consistent with Illinois’ renewable energy portfolio standards.

Castle Ridge - 2019

The Castle Ridge project is located on approximately 59 acres with significant frontage on Raccoon Lake with an address of 1750 Tee Lane, Centralia, Illinois, 62801. The construction of a new mixed-use recreational facility that will include a sports training complex, a conference center and restaurant, a lodge, and cabins, an amphitheater, a marina, and a kayak run located in Centralia, Marion County, Illinois. The estimated total cost of the project is $14,564,000 and will initially create 53 new full-time and 103 part-time jobs.

Big River Solar - 2019

Big River Solar, LLC (“Big River”) is a 149-megawatt utility-scale solar electric generation facility located in rural White County, Illinois. The Project represents a capital investment in excess of $175,000,000 and will create approximately 400 construction jobs and 5 permanent jobs.

Illinois Winds - Pike County, Illinois

Illinois Winds LLC (Panther Creek Wind/Affinity Wind/Prairie Power) is planning an $71 million project to build a 36-megawatt wind facility in Pike County, Illinois that will create 10 full-time equivalent jobs and approached WIEDA to join the Enterprise Zone.

Rushville Fitness Center - Rushville, Illinois

The Rushville Fitness and Community Center developed a $5.7 million project to build a new fitness center in Rushville (Schuyler County) Illinois that will create and retain 14 full-time equivalent jobs and approached WIEDA to join the Enterprise Zone.
